misfire on my ax

recently bought h reg citroen ax and it has developed a misfire, have replaced plugs and leads, checked carb is clear, replaced distributor cap and checked timing is right and checked valve timing and still no joy. have noticed vacuum unit not working on distributor. could this be the problem or any ideas on what is?
