If you mean seized due to lack of oil - retire it to a scrap yard.
A bit more info would be of help.

was my brother in laws is automatic. people who bought it from him gave it back saying needed new starter motor, got one changed it still nothing, my husband said that there was no water in the car, oil fine
If it has siezed up, then it will be pretty expensive to get repaired.

How old is the car?

If it had no water in in it than it is in a bad way,

I have to say that your question amused me, as it reminded me of a certain Monty Python sketch.

"This Clio has cesed to be"!

its a L reg , i only took it 2 get through my test quik and have car afterwards, a friend of my husband,s told us 2 spray wd40 on the cylinder changers and let it soak then try again. but my hubby is lazy. wot do you suggest?
allyp when your brotherinlaw sold the car the responsibility of the starter motor was the new owners so he should never have taken it back but thats something else now
the problem with the siezure well if its due to lack of water it may be ok if you can get someone too look at it but if its not water but oil siezure then big problems there as it will need a new engine
one thing you will need to think about is is it worth your while putting in a new engine
is the bodywork and the rest of the car in decent enough state or is it full of holes in the bodywork because it if is not worth repairing it might be best to scrap it
but thats for you to decide
also is the car parked on the private property with no roadtax if so you will need to inform the DVLA and fill in a sworn declaration form
