1) there isn't a broken spring.
2) there is enough friction materiel left.
3) there isn't a leak in the slave cylinders.
4) there isn't to much dust and debris floating about.

This is the classic sign of a faulty load compensator: the purpose of this is to distribute more brakeing force to the rears if theback of the car is loaded with passangers or luggage: if it's broken then you will be getting maximum braking at the rear all the time, loaded or unloaded, which will cause the rears to lock up if the car is unladen.
