Vehicle licence

Can you own a vehicle that you don't have a licence for? Example.
My farther wants to buy me a motorbike but wants it in his name. But he does not want to use it and can't as he has no bike licence.

You might have a problem with insurance.

I don't know how happy insurance companies would be with the arrangement

You might also have a problem taxing it as you have to produce the registration doc (V5) or the tax reminder which will be sent to the 'owner' and an insurance certificate for the the same person/vehicle.

You may have to get your father to insure it as well and add you as a named driver. But as Jake said the insurance company might not like to insure somebody who is not licenced to drive that vehicle.
