London Underground trains run to around 0030. They're perfectly safe as long as you take the same sensible precautions as you would anywhere else in the country. (e.g. don't flash your expensive mobile phones or digital cameras about). The bus services are also frequent and (with little traffic about at that time of night) quite quick. Some services run 24 hours per day.

For Norman:
I did the journey between Waterloo and Liverpool Street, in both directions (and at different times of the day) quite often a couple of years back. The fares charged before the 8.00pm surcharge cuts in were between 10.50 and 13. The fares charged after 8.00pm were between 12.50 and 14.00. As fares have risen since then, it doesn't seem unreasonable to suggest 14 as a typical current fare.

There is a big rush of taxi services in London; London has something for everyone according to your budget and taste. I would suggest trying waterloocars.co.uk the reason is you can pre-book your ride, just provide all the travelling information and check out the total fare, cars are very neat and clean, friendly staff and know much about London city which will make your journey more enjoyable.
