Do Limo Companies Buy or lease their Cars

Doing Research for my Boss who is Looking to Start a Limousine Service Company. He asked me to get quotes for leases of certain cars and I was told that most lenders would do a lease for a Car for Hire company. Anyone know exactly how these companies go about procuring there vehicles. Thanks
