If you mean a car like the death trap the g-wiz, yes you do.

It is classed as a quadricycle and you need a B1 driving licence and insurance. You must also display a valid tax disc.

thx ethil was just curios was wondering what the law was i thought you did not need a licence for a milk float for example.
You most certainly do for a milk float - the laden weight alone means a licence is necessary.
