Repainting a boat trailer

Hello there.
I am in the process of removing the old paint and rust from a small boat trailer. It has leaf suspension.
The suspension plates have old paint on them. I'm not sure if I should repaint them with the Hammerite paint I have, or if it will simply chip off as the plates rub together.
Can anyone offer any advice?

If there is still paint on them this will give you an idea of what areas will wear. It will do them no harm to be painted in Hammerite and if it 'wears' off, so be it.
