Cars illegally parked....

Hi, just wondering if anyone knows the law on illegally parked cars (on double yellow lines). When I drive out of the garage of my block of flats, I often have to manouevre around several cars which are parked on double yellow lines right next to the exit, which makes it very difficult for me to turn into the road.

Fingers crossed this won't happen, but if I was to knock into one of these cars while trying to get round it, would I be at fault? Or would it be their fault for parking there? If I hit a car on the other side of the road (parked legally) but it was due to the illegally parked car on my side of the road, could I blame the illegally parked car? I'm not a bad driver and really hope this doesn't happen, but I'm sure every time I attempt to drive round I am very close to these cars and one day I (or indeed someone else) might hit one of them.

What are your thoughts - would it always be my fault?

Yes, it would be your fault.

When you are on foot - have a good look in the windscreens of these illegally parked cars. Are they displaying disabled badges?

In any case, telephone the police and / or the local council.
And they will each tell you it is the other's responsibility !!!
I�d be inclined to try a note on their windscreens saying that their cars are illegally parked, at risk of accidental damage by legitimate users of this access and if they don�t stop parking there you will have no choice but to photograph their cars and report them to the Police.
