Why is it that when i am at a round-a-bout and am going straight on, in the L/H lane, why is it that the driver who is in the R/H lane beside me almost always tries to cut me up and go straight on???? Is this acceptable, or are am I in the wrong and the R/H lane is for turning right only?

The Highway Code is very vague on this topic, merely saying you should use an 'appropriate' lane for this. Certainly the right lane is not exclusively for turning right.
I would go further than Toureman and say it is not just dual carriageways where it is acceptable. Any road where there are two lanes on and two lanes off, but the car in the right lane must take extreme care to ensure that the vehicle in the left lane is actually leaving at that exit.
