In your user area, just plug in your new iPod or iPhone and it'll use your iTunes library. Either copying all songs (if the space is available), or you can use a selection on your iPod.
For more than one iTunes library (presumably, more than one person is using the computer), use more than one user area.

I use folders in the iTunes Library. You can call one hollie's stuff, kid's stuff etc. Put your iPod in Manually sync mode and use the only sync checked items option. Go to the main Library and check all the tracks off (there is a keyboard short-cut to do this). Then go to the folder with your stuff in and check all the songs on. When you connect the iPod, only your stuff will be loaded onto the iPod.
