Do you have to have an ordinary licence to drive a P50 or can you drive it at 16?

For more on marking an answer as the "Best Answer", please visit our FAQ.A P50 falls into category 'B1'. Persons who receive the mobility component of Disability Allowance can drive a 'B1' vehicle (effectively as an 'invalid carriage') at age 16. Everyone else has to wait until they're 17:

PS: When Jeremy Clarkson drove a P50 around the streets of London (as well as around the corridors of the BBC Television Centre), I assume that he must have had 'motor cycle entitlement' on his driving licence.
I've got an 'ordinary car licence' which excludes both Category A (motor cycles) and Category B1 (light 3-wheeled vehicles, such as the P50). I assume that category B1 is added to a licence at the same time as Category A but (from looking at my own licence) I can definitely state that an 'ordinary car licence' doesn't cover driving a P50.
