1994 VW Golf emmision valve / ECU / battery drain problem

Have a L plate 1994 VW Golf 1.4 petrol with a battery problem.
I have identified and fixed a problem with the alternator sense wire - so alternator problems are ruled out.
However, there is a current drain of 0.31A on the battery when nothing is in use. This has been traced to the carbon cannister purge valve being permanently energised.
According to the wiring diagram and Haynes, this valve should only open when the engine is warm, under load and when the ECU determines it should be open.
Any ideas apart from an ECU fault ? There is no diagnostic socket on this early model.
What are the implications of runing the vehicle with the valve disconnected as a temporary measure to prevent the battery drain ?
