We have to tar you all with the same brush mate - your age group has the most accidents. This is a statistical fact and is why young men pay a fortune for car insurance.
I'm sure you are very good, but there are far too many of your peers who are not. As a rule 17 year olds do not possess the maturity to be in charge of a car (at 17 you have still not reached the majority and are therefore a child or young adult - whatever, the fact is you aren't an adult).
So whilst you may be very good, far too many are not and that is why you must all be tarred with the same brush. The government has recognised this which is why the limit is shortly to be pushed up to 18, but in my view this is still too young.
