VW Golf Burning Oil

Hi, My 1.4 Golf Match 03 I bought new and had nothing but problems with it, even though I had the 3 year warranty it went back to the garage several times to fix various things and each time I wasn't completely happy it was fixed. Anyway, that time had gone. At my last service I asked them to check the oil / petrol mixture as I was having to put in a liter of oil in about every 2-3k miles. They replied, that if the car wasn't using more than a liter every 400 miles then it was within VW limits and nothing they could do. The car has only done 16k, my previous car I had from new for 3 years did 14k miles, never had a service and never needed to refill the oil. Is there something really wrong?
