my retention certificate has expired can i pay the �125 fee again to put it back on retention plaese help thanks alot

You had an automatic right to extend the certificate of entitlement if you had made the application in the 28 day period before it ran out. You can still apply but the matter is now discretionary and the DVLA will need to decide whether to permit the extension. See here:
