What rights do I have regarding MOTs

My car failed it's MOT due to a part that was only fitted 7 months ago (emissions failed due to cat convertor) so I took my car back the garage that fitted it. They replaced some parts free of charge but on the retest the emissions were even higher than before. The garage I got the cat conv from are going to look at my car and get it through it's MOT but I'm concerned that they will do a shoddy job and squeak me through the MOT - are there any regulatory bodies I can speak to if I have any problems? Also they won't give me a new 12 mths warranty on the new parts - are they allowed to do this?
