My VW Golf says my tyre pressure should be 2,3 Does that mean between 2 and 3 bar or 2 point 3 bar? Is the comma german for a full stop?

Yes. 2,3 in 'foreign' means 2.3
It means 2 point 3 Bar.
One Bar is about 14 psi, so specifying a tyre pressure as "somewhere between 28psi and 42 psi" would be pointless.
