Peugeot 406 erratic speedometer

I have a Peugeot 406 1997 diesel .
The speedo behaves erratically and Peugeot say that
it is not servicable, and the only way to cure is to to change THE WHOLE INSTRUMENT CUSTER which costs (wait for it) �550 which is about 1/3 the value of the car!.
Does any one know how to fix it? I have examined the
meter and the fault is NOT just a sticky movement but something much more complex.

All French cars are the same, you would get the same if you had a Renault with the same fault and at around the same price.
