how do i go about getting my expired points off my licence and do i need to send my current paper and card licence to the dvla?

You apply for a new licence and yes, you return botg parts of your old licence

But dont forget that you have to wait four years for most motoring endorsements to be spent. 11 for drink driving type offences.
