A double unbroken white line does mean no overtaking?

So what s your point. You are not supposed to cross an unbroken white line.

It means don't cross it. You can overtake if there is room, ie on a motor bike or push bike. Indeed a car can overtake a bicycle.
Agreed didn't understand the Q?

My favorite is that if you are not British you don't need a license to drive in Britain. You just get in a car, I have never heard it spoken about I have just seen examples.

What about the rule to never use an indicator in case you spoil the fun that other road users have in trying to guess what F you are doing.
Where there are yellow lines, it is acceptable to park on the pavement instead.

and if im a cyclist i dont have to take any notice of the big red light thingy telling me to stop at a junction/ x roads

I live in a cul-de-sac which has double yellow lines. The houses don't have driveways, so everybody has to park on them, but nobody has ever been booked.

Nobody at the Highways Department or Council can tell me WHY, but they keep repainting them when they start to fade.

I was recently running a cubs/scouts Road Safety Badge and when I showed a picture of this sign all the parents present thought it meant no speed limit.
Motorists who think it is perfectly ok to park up on double yellow lines, or crossing zig zags - anywhere in fact - and block the road because they have put their hazard warning lights on.

All that shows is he knows he is causing a blooming hazard and couldn't care less.
My brother-in-law thinks that national speed limit on a dual carriageway is 60. Drives me mad telling him it's 70 - he won't have it!!

My other favourite is that people think "Undertaking" is overtaking on the left! yes really!

Then there's the people who think that a dual carraigeway must have 2 lanes! Can you believe it,? my sides are splitting!

"undertaking" as a term to describe passing on the left is not "incorrect" but merely a different usage in British English to that used in some other countries.

Likewise "pavement" for "road" in the US is not incorrect - it is different usage of a term which in British English means footpath.

Doesn't matter if the white line is single or double Geezer.

It's only the line on your side that affects you
...also you can cross an unbroken white line on your side, to overtake a pedal cycle, horse or road maintenance vehicle, if they are travelling at 10 mph or less.
