Why are car number plates pixillated out on TV programmes and in the press ? It can't be to stop cloning, can it, because anyone could copy the number of a car anywhere ? Is there some reason in law or practice dictating this?

I am a Trustee for a small charity and have had legal advice to block out all vehicle registration plates on any of our vehicles or those of members used in publicity. This is because, even if we have the owners permission, they could sell the vehicle and the next owner could object.
