I have a ford focus 1.8 petrol1999, when driving it the speedometer returns to 0 and my car becomes sluggish even with my foot full on the excellerator

i believe there is or should be a speed sensor, sounds like that could be the problem.

I would get the problem checked by a Dio test, they will pick it up in an instance.
