usually when laquer goes white/milky its been sprayed in damp conditions or on a damp panel..Its usually best to warm the panel and the laquer before spraying and then apply heat to dry. (hair dryer is a good option)
Not quite sure about the 2 week bit,a body shop would do it it the same day the only possible difference it would be put it under a heat lamp or similiar to harden it off.
The whole point in laquer is to finish the job of with a shine and shouldnt need rubbing down..
Cant help thinking you may have to start again...
