The �New Drivers� regulations which you quote chug, will not affect tammayo unless and until he passes his test, and only then if he commits further offences which attract penalty points within two years of passing that test. In that case he will have his full licence revoked and he will revert to provisional status and have to retake his test. He will not be banned from driving.
Your answer is extremely misleading:

It says no such thing. It says that if a new driver receives six or more points within two years of passing his first test his full licence will be revoked. (It says nothing about being banned from driving). For these purposes any points imposed before the test was passed count towards the total. So a driver with six or more points upon passing his test will have his licence revoked if he gets any points within two years.
The New Drivers' regulations do not provide for a ban in any circumstances, only for revocation and reversion to provisional status. The only way a provisional licence holder can be disqualified is in the same way as full licence holders. That is, to commit a single offence which attracts a ban or a series of offences which attract 12 points within three years.
The �1,000 fine you quote is the statutory maximum. Magistrates� guidelines suggest fines along the lines I suggested in my first post.
As I also said, No Insurance is far more serious than the licence offence (it carries a statutory maximum fine of �5,000) and it will attract the points. The licence offence will attract a further fine, but not any additional points.
