whats the best way to get a fibre glass boat looking good again?

been in a tidal river for the last 3 yrs, the original gel coat is all "dirty" looking, (its white), and whatever i try , cannot get it clean without scratching/damaging it, can anyone recomend any good paints, that would make it look all nice and shiny again?
