assuming you are talking about the s/wheel air bag , they are usually held on with screws(often torx head) from behind, why do you need to remove it ???
i dont condone messing about with things you are not familar with but after 20+ years in the motor trade i have never ever known an airbag activate accidently during fitting or removing , just remember we are all driving with one approx 18" from our faces !!...
it needs a live feed to set it off, which we have done in a skip !! just for experimental purposes of course... it is a very small charge.
I once had a driver who refused to deliver them unless we supplied an explosion proof box !! he was still reluctant even after explaining to him he was driving with one in front of his nose and one to his left, unless you are driving a BMW in which case you are surrounded by them
