Jaguar 'S' Type heater problem

A friend at work drives a Jaguar 'S' Type. The heater only gets really warm when the car reaches high speeds, as soon as he returns to in-town motoring, the heater returns to running cold. This apparently is a common problem on 'S' Types - can anyone advise a solution?

I had a Mondeo (the Ford connection) and I would freeze in town and bake on the motorway. I used to travel late at night in December with two windows open - at least I stayed awake as my feet sweated and my head froze!
