Moped strange sound

My moped has recently had some work done to it after i had an accident on it, ever since the work has been done, its made strange noises from the front wheel area when riding, its like a flapping sound as if there is a playing card stuck in my wheel or something. The front wheel arch was broken in the accident so half of it is now missing, could this be the cause of the noise, other than that i cannot think of anything it could be, i am starting to wonder whether the wheel is buckled! :-( any suggestions please.

Mine is a 4 stroke, it makes a nicer sound than most!
If the wheel was buckled you would feel it through the handlebars as a vibration. More likely to be the remains of the mudguard flapping in the wind. Is the noise still there when you push the bike along without the engine running?
Could be a playing card stuck in the wheel :-)))
