if i get a puncture repaired do i also need the value replaced and balance done

No.

They mark the tyre and the rim so it's all fitted back in the same position so no balance needed and the valve doesn't even need replacing when the tyres are changed, it's just done as a precaution.

some punctures can be repaired without removing the tyre

Unless you get that guy who says it can't be repaired, and you will have to buy a new one from him.

When you remove and refit a tyre, the beads are going to sit slightly differently on the rim. Should check balance. Valve not necessary.
