Can you just 'claim' a permanent parking space outside of an electricity sub-station? The 'space' in question is to the side of the gates to the sub-station but the person has laid a 'flooring' and concreted in a little post to attach a chain across the space.
He is trespassing on the electricity company property.
There is a spare piece of land across the road from my house which was destined to be for a sub station, I have obtained what is called the gsrdening rights over this land from the company, they even offered to lay a concrete base so I could park my car there. I am not allowed to put anything permanent on it and they can of course take it back if they need it.
I think putting a chain across it is a bit of a cheek!! Why don't you put your own chain across and padlock it? It won't do anything other than make you feel better, but hey ho!!
I think he might be a little bit mad - we rent (only moved in 3 weeks ago) but our landlord gave us permission to make the front into off-road parking so we have started the process and he seems to have gone off the rails a bit. While we were away he put up a new fence between the two houses and painted the straightest white line you have ever seen on the pavement to show which bit is 'his'!
