You really need a Citroen garage, or qualified technician, to carry out the work. The problem is that the Supplementary Restraint System (SRS) has special circuits built into the car. This means you have a set procedure of disabling the air bag and on some cars even putting a special safety pin in the mechanism. You probably don't realise that the airbag uses pyrotechnics to detonate and if you don't follow the correct procedure then it could go off causing injury or melting your dashboard - it would remain hot for about 45 minutes. The airbag contains a capacitor that holds voltage charge, so even disconnecting the battery won't help. The capacitor will need to be discharged as well and the disposal of the air bag has to be carried out by a registered garage (because of the explosives).
What is wrong with the air bag in your Saxo? Or do you mean replacing the steering wheel and not the air bag?
