Prompted me to ask
The question by supapapa prompted me to ask, why are so many people driving around at night now with their front fog lights on when its not foggy. Is this not this against the law?

For more on marking an answer as the "Best Answer", please visit our FAQ.Yes it is (under one of the due care and attention headings, I think) but having said that, there are so many cars with badly adjusted / badly installed headlights which blind you when the vehicle is oncoming, foglights are necessary to be able to see any of the road in front, as these cars approach, especially on dark country lanes and where there is lying water which reflects the dazelling light.
I got £30 fine last year. Hit a fog patch early morning (not quite light yet) so stuck them on. The patch was only small and I was through it in a minute or two, but forgot to turn fog lights off. Changed my headlights down to sidelights but fog's still on and police got me. It was a genuine mistake but they had made their mind up to fine me before listening to my story!
