They could kill themselves, though that would be a darwinian result, or, more seriously derail a train and kill lots of innocents. Personally I'd ban them for life.

Near misses up but deaths down - are they suggest ing motorists are getting better at jumping the gates?
Or is it really that this is a non-story and that the difference is within normal variation is not significant?

I saw an old man waiting patiently at a level-crossing with his dog. He spotted a friend - tied his dog to the barrier - then went and chatted to his friend while they waited.
The train went past, up went the barrier ... and the dog.
They had to get someone to manually lower the barrier to retrieve the swinging dog.
It was fekkin' hilarious (unless you were the dog, of course).
