how long can a claim be kept open?

My daughter was involved in an accident in Oct 2008.The other driver is trying to claim thousands of pounds of work on his car,when the only damage was 2 small scuff marks on his bumper!
She has an independant engineers report which states that there is no possibility her car could have caused it,so her insurance company are fighting the claim.Unfortunately,while its going on,her insurance has risen(due to 2 years no claims being frozen).
Does anyone know how long this can go on for?Her insurers keep writing to the other partys insurers,but they just drag their heels.

Contrary to other comments, there are time limits.The person alleging fault has to commence court proceedings within a certain period, otherwise the claim is time barred. Unfortunately, in the case of claims for damage only, the limit is 6 years, so conceivably it could drag on for that long! Unfortunately the law favours the claimant in cases like this, and there is little the insurers can do to move matters forward.
