If a driver drives a motor vehicle in the UK and abides by its laws, then the maximum legal speed is 70mph. If the vehicle is fitted with a tyre suitable for that car e.g. correct size and is legal in respect of its tread depth and quality of condition.
The tyre and car are legal.

Falken is a brand of tyre, they make more than one type, find out the exact type and there will probably be reviews here..

(that said, it's a nissan note... the best tyres in the world are hardly going to make it sporty!)

just want to make it legal
If you just want to make it legal then these tyres are good enough .They have been around a few years now and are what I would describe as middle of the road make/price tyres.
That make is more than a match to run on a Nissan Note. You do not need to use performance tyres on a normal motor.

i know it seems silly for a note but the rating is "v" rating up to135 mph which i am informed has to be complied with for insurance purposes
Wow that's a new one for me, tyres having to comply with insurance purposes, I would be interested as to know where that info came from, may help others in the future, also I think there are a few tyre fitting establishments out there that are breaking the law every day should this be the case,

if a vehicle was to operate outside the service description indicated on the tyre sidewall eg. at a higher speed or overloaded the vehicleis then unsuitable for use
