Highway Patrols
Every time I drive up the M40 I see one of these 4x4's painted up like a police car. They say something like 'Highway Patrol' on them. Are they actually the police and do they have any powers, such as being able to pull you over for speeding? Or are they just there to sort of keep an eye on the traffice and help with breakdowns, etc?

For more on marking an answer as the "Best Answer", please visit our FAQ.they have limited powers to stop you, one of the things they can stop you for is if they think that you a causing a danger to other road users so I guess that could include speeding, but as they can not speed themselves they would have trouble catching a speeder. The powers to stop would more often be used for things like badly secured loads or vehicle faults.
