It is essentially a civil matter. It does not matter whether the vehicle is taxed or not. The landowner should write to the registered keeper of the vehicle (details available from the DVLA) informing him that he will have the car removed within seven days.

wiltsman read Ummmm's advice posted at 08.02.
The same site tell you if a car is taxed or not.
bob561941 I would just put a notice on the car/cars saying' this vehicle will be removed and sold for scrap 7 days from date this notice unless it is removed by the owner.
A friend of mine who owned a pub with a car park used to get this problem, he and his mates used to just 'bump' the cars out onto the street and leave them then phone the council to report them as abandoned.
