Unfortunately I have an overstay at tescos car park operated by highview parking
But two things not right
1 ..the car parking says it's operated by highview parking but the invoice for the fine had come from apcoa parking ?
2 the fine by post arrived 20 days after the event . legally it should be no more than 14 days
I have e- mailed both .waiting for the replies

For more on marking an answer as the "Best Answer", please visit our FAQ.The 14-day limit only applies where the parking contractor has had to get your details from the DVLA alone, rather than when you've had a penalty notice affixed to your windscreen (in which case longer time is permitted for the company to then chase the matter up with you).
However if the signs say that if, by entering the car park with your vehicle, you're entering into a contract with Highview Parking (which, in itself would be perfectly reasonable), it's hard to see how APCOA Parking can then raise a charge against you based upon a contract with their company (since there were no notices advising you of any such contract). The two companies appear to be entirely separate, with no connection bewtween them at all.

My son had a “ demand” for overstaying his stay at a motorway service. The offence supposedly happened in Oct 2019. Due to change of address, he didn’t receive it till Feb of 2020. The “ demand “ was off a collection agency. It didn’t say how long the overstay was, no entry exit photos. Had a second “ demand “ For the same “ offence”off a different agency reducing the fine as a goodwill gesture. The “ demand “ is disproportionate for the length of time he says he was there. Early in a 6 hr morning drive from Scotland.
