Can a neighbour park directly opposite our drive, making accessing our drive virtually impossible ? They don't park on our side of the road, but with them parking on the other side, it makes "swinging" onto the drive sometimes impossible!

techincally no. But I would have a quiet word with him about it.
the law states it is against the law the block an entrance to a property,but parking across i do not know,perhaps you should park parralel with thus blocking road so when people knock at your door do not answer he will soon get sick of people complaining
or knock the crap out of him.
i have the same problem i just reverse in now a lot easier
