Road speed limit markings. Thoughts?

Just a question, I have not been speeding. The roads around my work are designated 20mph zones. The network runs for about several miles squared. The only markings to indicate this are 20mph signs on the entrances to this area and are not repeated inside the borders.
Today I noticed the police out with radar gun and thought of a question.
If you arrived to a relatives house asleep in the back of a taxi, to look after it while they were away in an emergency. You arise the next day and were insured to drive your relatives car and thought you would go out. Is it expected that your relatives would have to hammer home the 20 mph and remember to tell you in the midst of a crisis? There would be no way of knowing if you just left the house and drove a 30mph that the limit is 20, until the police I saw today would have stopped you.
Surely the road rule is that if the road is not 30mph then it is signed regularly with the limit?
