parking fines

can anyone help. i was issued with a penalty charge notice by a parking attendant on the 10/11/06 at 1434 for offence code 02, two week later i received another penalty charge notice for the same offence,the same day but only two minutes apart at 1432 issued by a camera operator.
can anyone tell me please if this is legal to receive two PCN for the smae offence,same car,same date just two mins apart.

Probably not. I would write to the appropriate office and contest one of them explaining the circumstances

You have only committed one offence so you can not be penalized twice.

It will probably take a few letters or phone calls to get through the system but stick to you guns.
