I read your question and before i looked at any answers I was going to give exactly the same answer as Ethel who is never wrong.

Sorry to disagree but talking from first hand experience, the police deem that when driving bare foot you don't have proper control. The same applies when driving in wellies.
A policeman once noted that I was driving barefoot, and said its not recommended. (this was about 15 years ago)

I informed him I got in the habit of kicking off my flip flops and driving barefoot when I lived in the Middle East, and was quite happy doing so.

He made no further comment.
A definitive answer - it is illegal in Scotland, not in the rest of the UK.

I would be interested to know the definitive piece of legislation which makes it illegal to drive barefoot in Scotland.

Researching the subject on Go Ogle only brings up various versions of the press release for Sheilas' Wheels 'Safe Shoes' report (as used in the design concept launch for the �Sheila Driving Heel�) which makes the claim without qualifying its source.
