driving without a license

my ex has been driving without a license driving my daughter around.. he passed his test a few years ago but apparently didnt send of the test pass certificate. he was stopped by the police and said he just has to re take his test.. no punishment of any kind i find this strange! since then he has been driving my daughter around and has told her not to tell me.. is there anyway i can report him without him finding out it was me?
