Drop

I have paved some of my front garden, and asked the local council to extend the present dropped kerb to enable vehicles to park on the newly paved area. But the council said there must be a minimum distance of a car length between the end of my dropped kerb and that of my neighbours.
I have never heard of this before? and if a car does park there it causes an obstruction reducing visibility and is a health and safety concern.
Could anyone advise if a (1)car length is a requirement, (2) do the council have the right to restrict the length of the kerb(only want another 750mm)?
