got parking ticket while engine running

I recently stopped to check my back wheel as I felt vibration in the car, a parking attendant was close by and began writting the ticket I returned to the driver seat and was given the ticket whilst in the driver seat with all dors closed and the engine running is this legal?

Was it on a red route where you're not permitted to stop for any reason?

I'd think you're meant to pull off to somewhere where it's safe to stop and check there.

It is also an offence to get out of your car and leave the engine running.
Officially, it's not 'parking' which creates an offence (in areas where parking is controlled by the police and traffic wardens) or a contravention (in areas where parking is controlled by council staff). It's 'waiting' which can get you a ticket. Your actions would seem to amount to 'waiting' and therefore render you liable to be 'ticketed'. (You could try an appeal, based upon stopping in an emergency situation, but you'd need to show that you had reasonable cause for regarding it as unsafe to proceed any further, e.g. to turn into a side street).

As Jake has indicated, you also need to beware of 'no stopping' areas. As well as red zones, there are plenty of other places which are marked by a single extra-thick yellow line by the kerb. Where such a line is present, you're not permitted to stop even momentarily (e.g. to drop someone off) except in a genuine emergency (or, of course, outside of the hours displayed on an adjacent plate).
