It is still at the proposal stage.

IF they decide to go ahead, it would take at least a year as new legislation would have to be made, with a phasing in period.

My bet is it would take 3 years at least before it came into effect

It not only stalled at the "perhaps it would be a good idea?" stage - it never got any further and never will.! For some reason it has become the most prevalent urban myth among 16-17 year olds!

BTW, I had a quick search (2 mins) here on The AnswerBank and found this question asked (in various forms) at least 11 times since Sept 2005 and then I got bored. I guess it has been asked many, many more times than that.!!!
