Fines for driving down a no access road

i missed a sign saying the road had no access for public cars, ie only buses and taxis allowed, and it said camera controlled, i havent yet got a ticket, it was 3 weeks ago, is there a time limit that a council has to issue a ticket within? and could i argue that i couldnt see the sign ?
