Snow on car roof

Just had a discussion elsewhere where someone said that it will now be illegal to drive a vehicle with 'excessive' snow on the roof!!!
Can any ABers confirm this - or am I being taken for a ride??

A couple of times I have been driving behind a car covered in snow only for them to put on the brakes and it all flies off into your view point. I do try to remove most of the snow off my car but at 5'2 there is always a bit I can't reach.
What worries me more is the people who don't think it's neccessary to clear the snow off their headlights.

It makes sense to clear the roof of the car, only idiots wouldn't consider clearing it, probably the same idiots who think its clever to drive in adverse weather conditions without headlights. Consider this, yo have 6 to 8" of snow on your roof and all of a suddne it slides off, have you no consideration for the following drivers. Aaargh, two of my pet hates, and while I'm about it, drivers who stop at roundabouts when the road is clear, middle lane owners club drivers on motorways.....I could go on, but I won't!

My partners works van has just been written off. As she was driving along the main road a van coming in the opposite direction shed its load of ice and snow off its roof onto her van roof, hers is a van derived car therefore lower, dented the roof smashed the windscreen and left her totally shaken. We never got the details of the van that shed the ice/snow, I don't want to ver dramatise it but she could have been seriously injured.
