Song title and artist please - Down by the ocean

I heard this song on the radio about 6 months ago, but it was possibly quite an old song. It's slow, melancolie and beautiful and the singer is male with deep voice.

Lyrics are either
Down by the ocean
or
Down by the river

Please help - I would love to hear this again.

The previous Hazard song didn't sound quite right.
How about this one.....this sounds a bit more like Richad Marx....it definitely has lyrics with 'down by the river'....

Thanks guys, but it's definately not Richard Marx. Zig.zag is more on the right track with Sprinsteen but this isn't what I heard either. The song I'm looking for is slow and downbeat, with a refrain of either
down by the riv-er
or
down by the oce-an
